The fifth Human Security Special LectureB has been held on Tuesday, January 17th 2017. The lecture titled “World Disaster and Human Security“ It is a new concept of security guarantees against any kind of fears on human life and activities such as environmental destruction, human rights abuse, refugee and poverty, and dispute. Furthermore the recent major disasters damage was not just a domestic problem, but also a problem for the world due to its impact on industrial supply chain.

Over the 10 years, disasters is increasing and people have lost their lives. Now Poor people live in the vulnerable area in Southeast Asia. So we can help these countries because we’ve experienced many kind of disaster. Now more than 1.4 million have been injured and approximately 23 million have been made homeless as a result of disasters. Overall, more than 1.5 billion people have been affected by disasters in various ways. In addition, between 2008 and 2012, 144 million people were displayed by disasters. Disasters many of which exacerbated by climate change and which are increasing in frequency and intensity. It predict that these disasters are going to influence for economics around the world. If we don’t do nothing for countermeasure, the economics loss must be high than we think not only Southeast Asia but also Japan and developed countries.
Then there is a possibility that it will be useful our natural disaster experienced for disaster prevention measure in the future. Why Japan can dedicate on disaster Risk Reduction? After world WarⅡ, we were facing natural disaster. For instance, there were earthquake, flood in spite of money shortage. So we have experienced, knowledge and technology about Disaster prevention. For that reason, our cooperation will be helpful for facing developing

The principle balances, on the one hand, the need for all states to take responsibility for global environment problems and on the other hand, the need to recognize the wide differences in levels of economic development between states. CBDR was formalized in international law at 1992 United Nations Conference on Environment and Development (UNCED) in Rio de Janeiro.
Second, Mr.Takeya said to us finally, ”Do not believe International Document, Judge by your own knowledge!” When we spend in college life, we can get a lot of information from internet, special lectures and thesis and so on. But He wanted to tell us that there is only me who can trust in the end. want to deepen my opinion while absorbing a lot of knowledge.
